On Thursday, the Lok Sabha passed the Appropriation Bill allowing the Central Government to spend over 45 crores in the next financial year. This Bill was passed without any discussion and within nine minutes.
Former Finance Minister P Chidambaram tweeted “ …45 crores will be raised and spent for the people in 2023-24 without the people’s representatives offering their views on the budget”
Mr. Chidambaram also highlighted that the worst message for parliamentary democracy is to prove a budget without discussion.
The clearing of this Appropriation Bill happened amongst the chaos of the opposition shouting
“Modi Adani Bhai Bhai” and also pressing for a Joint Parliamentary Committee (JPC) to investigate the Adani Group. As the sloganeering continued, the proceedings were adjourned till the 27th of March.
The proceedings of the House took place with the attendance of the Honorable Prime Minister, Narendra Modi.
MPs of the Lok Sabha state that the day before the clearing of the Bill, the BJP issued a Three Line Whip to Lok Sabha MPs, meaning all the members have to present during the business hours of the Lok Sabha. Under such circumstances, the Government can pass any legislation inside the House because several crucial bills are pending for there is a constant tussle between the opposition and the government.
This occurred after the second session of the budget was muddied because of the opposition and their demands for the JPC against the Adani Group.
Congress has now been attacking the government saying that this is the end of democracy.
